I, and many others, enjoy the cross faction chat without using it to trash talk or whinge to the enemy. Its awesome to be able to whisper an enemy player after a particularly good fight and show respect, or discuss builds and counters. It helps you learn and grow in skill.
Having said that, there will always be sore losers, and that is why we have an ignore function.
In fact, this function sets ESO PvP apart from every other mmo, where the enemy is just another faceless player.

Yeah, I've encountered way too much trash talk, and just stupid talk on my personal messages for it to be positive. I would rather send a respectful message than a negative one, although in the end I prefer no communication (which is to me also a sign of respect).

In SWG for example we could talk to anyone anywhere, do quests together whether rebel or imperial (or neutral) and it worked out great!

Hope ZOS leaves cross faction chat enabled. I've many friends in other factions and also chat with enemy's too.
I get your view Chancellor but I talk more with the enemy Faction than my own, I usually run around in a small group or by myself and we're in TS so chat is mainly used for my friends, which happen to be mostly EP or DC, and I'm AD. But the thing Angavar suggested will work, you can also just ignore anyone that whispers you in Cyrodiil, kill two birds with one stone and all that, I've gotten hate tells and vulgar language but I've also made friends that way.

Still, It all adds to the fun I don't take it too far like some others do normally a "better luck next time slugger" or a "that didn't go at all like you were expecting did it" (if they get the opener from stealth) or the classic one for EP "You had no idea what to do without your zerg train did you?"
I've had some horrific things whispered at me but at the end of a day it's a game so it really doesn't matter what someone X amount of kilometers thinks of me, my mother or what they want to do to my family dog and/or/during on my grave.
