Do weapon enchants work only for basic attacks or do they activate on weapon skills as well?

If yes, if I hit with an aoe will the weapon enchant proc for each enemy? I am thinking here of the return stamina/magicka enchants.
I asked the same question on reddit but got only best guesses. I think this is an important game mechanic that needs to be clarified.

Aeratus✭✭✭✭✭Yes, but if it's an AOE skill, it only procs on one enemy. And as always, the proc is subject to the 4 second cooldown of all weapon enchantments.5
