Do weapon enchants work only for basic attacks or do they activate on weapon skills as well?

If yes, if I hit with an aoe will the weapon enchant proc for each enemy? I am thinking here of the return stamina/magicka enchants.
I asked the same question on reddit but got only best guesses. I think this is an important game mechanic that needs to be clarified.

Yes, but if it's an AOE skill, it only procs on one enemy. And as always, the proc is subject to the 4 second cooldown of all weapon enchantments.
