I was hunting this guy after it first happened... and he managed to disappear in front of me, both before and after I'd used a detect potion, and he was still invisible.
I'm tempted to call it a hack, tbh.

There is a definite exploit or hack at work. They've found a way to go into hide/stealth regardless of people using detect pots while standing right on top of them.
Several DC, whom all run in the same gank squad, are currently using it. I've forwarded their names to ZOS... let's just hope they actually do something about it.
Something I've noticed lately in my short time in Haderus:
There are certain groups that continually do shady things. I will go hours and hours and hours without any stun locks, and issues, no lag nothing.
Then these people come by me and all of those things happen.
Coincidence?

Animation canceling can lead to higher dps and damage weaving, however it is difficult to form reliable macros because of the action requests being handled on the server side, rather client side. With other factors like lag, player/npcs, and visual/audio queues; traditional macros aren't as reliable as a skilled animation canceler. That said, there are other methods I could see that could be quicker, but you'd risk a pretty swift ban I'd imagine if ZOS caught something so obvious
As for cooldowns, there are none inside ESO, which is one of the features it, but there are cast times for attacks and abilities that animation canceling will work with. Long charge abilities, like snipe and uppercut, can be animation canceled, but you risk the ability not going off at all and bashing if you do. If they are losing all their resources that quick the are probably using a quick cast ability, like poison injection + light attack or crushing shock/impulse + light attacks
