They said they are aiming to release 1.6 on the PTS next week.

You're assuming that had to go in with the 1.6 update on PTS. They could easily have added that in on a 1.6.1 or 1.6.2 update after a couple of weeks on the PTS. They have added in features before on PTS updates, they could have done so here as well.

People who cancel their sub can continue playing until the sub is finished. They can and most likely will come back after their vent session and see the changes that were made.
As for the question about if we'll see the shop on PTS. No, it will be disabled. Much of the March features won't be in since they're minor. PTS will be testing 1.6 which is a massive overhaul.

1.6 has all the new "unlimited" labels etc. There is no way to publish it and test without having the crown store in there. Thats why they refused to publish it to the test server until they announced this stuff. Its been ready all month just they couldnt publish it until now.

Yes, they can continue to play until their sub is finished, some people will. Some people that claim to leave will come back after they cool off. A good number of them that cancel in anger will never look back. It happens ALL THE TIME. It was a mistake on the part of Zenimax to announce this now instead of waiting a couple of more weeks. It's not like waiting 2 or 3 more weeks to announce it was going to hurt the players any more than it currently did. At least that way players would have seen or heard exactly what the 1.6 changes were before they got slammed with the pay model announcement. Now they will simply lose players that they might have retained had they waited a bit.
