They can exist without "floating" nameplates (to which I assume you are referring) in the same way that you see a Guild Trader's guild and a merchant's store type with the current "static" nameplate.Guild Tags can only come along with nameplate. Without nameplates there is no reasons to have guildtags.

It would look sort of how NPC merchants are distinguished from flavor NPCs.
