I'll dust off my old gamesave of morrowind a little later today and let you know. Without giving away too much storyline though, I know its related to the stuff you get as you develop a relationship with the Urshilaku tribe (pretty sure its that one) or the Dissident Priests. Its essentially one of four sources of information, so like I said I'll look it up a little later and let you know (and just append this reply when I get to it).
