Walking around in the sun: I'm fine with it mechanically, though I'd probably not be truly happy with it without having "cover ratings" given to all clothing and requiring the player meet a certain rating without taking sunlight penalties. According to lore Lamae's line withstands the sun just fine ..

Lamae's Bloodline
Lamae Beolfag was the first of her kind but like her successors, she created a bloodline. Vampires of this particular bloodline have Noxiphilic Sanguivoria rather than Porphyric Hemophilia or Sanguinare Vampiris, as a consequence these Vampires do not burn or weaken in sun but rather become more powerful once night falls, they have their own set of abilities as well some shared by other bloodlines such as invisibility.
Also, since when do vampires in ESO have invisibility? Because that would rock!

Again this is not in line with what I've experienced playing 6 characters through these questlines. Count Verandis is an oversight in the same manner Lamae was. I'm sure with repeated referencing him as an argument to allow players to hide their vampirism (something not able to be done for a player character in previous TES games), will result in the same type of appearance reset. The dialogue interprets to me that Verandis remains in stage 1 to deal with his peers at the request of King Emeric. Not that he completely masks his nature. The dialogue from the other nobles in Shornhelm are appropriate reactions to a stage one vampire (who does still look mortal, but sickly and is suspicious to others who are observant).

I really would love to have meaningful daylight/darkness penalties/buffs. I want a vampire to be an easy kill in daylight, but a terror better avoided in the dark.

I have to disagree here. They should be equal in length of time. It's dark or its not, it would be a pain to be out in the light when it's considered to be dark. I disagree with the idea that we need to be spotted from a long way off in PVP, but if we recieved buffs in the dark, other players need to know if they are facing us weak or powerfull.

Morna, thank you for keeping at this. They need a lot of work to make them feel more like vampires. Even if they implemented just a quarter of your suggestions, it would be a great improvement.

I had to pick one thing, it would be the stages. The time between stages should be longer and the effects by stage should be more pronounced. Scale bonuses and debuffs as we progress and follow the ingame lore that states that vampires are more powerful in the dark.
Regarding stage 4 and the justice system, I don't see logically how paying a fine at stage 4 would make sense. Being a Vampire is a crime, stage 4 just makes it apparent to everyone, and getting out of stage 4 requires us to feed upon the living, which will also be a crime. Personally, I'm pretty happy about that. I'd like to see a certain segment of NPCs be a little more perceptive and notice our nature at stage 3 as well. NPCs like Verandis should at least comment, some priests, mages, and merchants ought to react negatively or at least notice that we don't look so good.
I'd like to see the stage timers dramatically increased or the timers sped up in combat but not counting time out of combat at all. Early on werewolves were the low risk, low reward option (due to how rare poison damage is) but now they're seeming like the better option all around due to us having weakness to the most common type of spell damage in the game and having been nerfed as well as having to find a meal 12 times a 'day'. That last bit bothers me most, though... we're vampires! Not hobbits or my aunt. >.<
