Yes it does answer it. The fact is it doesn't matter. Your partially opened eye will tell you well in advance if you are approaching becoming detected. I'm sorry but that is a far more useful indicator than a stupid light floating around someone's head because it works 100% of the time even if said person is in stealth and you can't see them. No you do not. You have to take a risk if you are sneaky ganker too. Just like anyone that dares to risk going trough a possible ganker infested zone. You like the element of surprise? Enjoy getting surprised by INNER light users.
Basically you want a skill that makes NBs so easy to spot that their entire Class is quite useless, YET have your own character not stand out at all... to warn others about your use of this mechanic....good one.

The issue is the fact it rotates obstructing vision, not that its there. if it were stationary (like it was in all previous TES games) it wouldnt be an issue. Inner light already has an animation anyways
