Now, it's just extremely more feasible and resource effective to implement instanced housing. Even a pseudo version of non-instanced and instanced would be fine with me. I think your deffinition of "Major" may be a little off. I can think of 2. Starwars Galaxies, which had plenty of different planets, with lots of empty space, but that game is shut down.
Ultima Online, which, now a days, even with different shards, it is very hard to find a location to place even a small house, let alone a Guild Castle.
Other than that, any major MMO, since FF XI, has been instanced, one way or another. If not just for performance, than also space.

Hey, hey, hey... kids, you need to play nice now! But, I don't think non-instanced housing is a fact of performance. It's a problem with space, Tamriel is large, but not large enough for 700,000+ players to build their own separate houses. The servers could handle it, other than if you are in Cyrodill. I just don't want the world to become filled with player housing and that stop newer players from having the same benefits as the older players. Everyone is equal in an MMO and needs to be treated as such
hehe, can we drop the '700,000+' players bit....we all know there is nowhere near that number actually playing anymore or likely to ever again. More like 400k Max.

This isn't the worst of ideas but I'd still like to see something new and fresh. AND possibly even more immersive. The devs already stated that they won't add housing until they have it right and we all know they strive for 'immersion' in ESO so hopefully that means they won't add housing until it's as immersive as possible (or what they feel as immersion).

In terms of how player housing or guild housing would actually sit in the game lore-wise, we've already come across the idea of individuals creating their own 'pocket dimensions' in Oblivion before. Perhaps we could essentially create our own 'pocket dimension' in which to live? Alternatively, Archmage Shalidor was able to make his own island. What about something not unlike a miniature version of Eyevea - that could work too. I've got to be honest though, I really don't want to see anything too ridiculous or lore-breaking. I trust Zenimax with this, to be fair. Some of the people with ideas in this thread... not so much.

I understand what you mean and I like the way you're thinking about guild city / player housing but here's the thing: isn't it a bit immersion-breaking to just be hit with a loading screen of travelling options whilst moving between regions? Now I understand these loading screens come up anyway but that's purely for the purpose of loading the next zone. It wouldn't make any sense, for example, to be randomly asked when travelling from Glenumbra to Stormhaven whether you'd like to be transported to a random plane of Oblivion! Furthermore, if this was how you'd intend on getting to your guild city / player house, then everyone would presumably have to fast travel to a Wayshrine sort-of near a province border and then make the trek to get to a loading screen inbetween zones?! Odd.
And I sort-of get what you mean about portals being good for mages but not for warrior / rogue players. I see the easiest way as simply being a Wayshrine fast travel. You could fast travel from a Wayshrine (or pay that all-too-familiar fee) and go to your guild city / player house. It could even have a nifty little name for your home, like "Lakeview Manor Wayshrine" to use the name of the player house from Skyrim. You could even customise it and build it from scratch like you do in Skyrim, it could have its own pond and fishery... and maybe an apiary!
Sorry, I'm getting carried away now, Both ideas (guild cities and player housing) excite me but I'd have reservations about packing them with too much otherwise you risk taking all the life away from the in-world settlements.
