If you want to mock a comment you should at least do it with words, preferably quoting the comment you are mocking. That's the minimum level of courtesy for social interaction.
Personally I think that for most comment the most you should be doing is explaining why they are wrong.

An Up/Down ranking system is exactly the same as agree/disagree, it just turns the whole thing into an exercise in futility. We shouldn't care how many people disagree with an idea, it's how many agree.
I don't care if nine hundred people think a suggestion is bad, you always get people disliking something because it's a change. But if if three hundred thinks it's a good idea, then I'm happy.
Small fact for you, a large portion people will automatically reject an idea/concept, but if you ignore them and make the change, two thirds of those people will accept it, or even like it.
