I'm not really a fan of people purchasing end-game characters. I do understand the benefit, but it floods the end-game content with a wave of players who do not know how to play their characters. I think this would segregate the community even more.

Easy solution, mentioned 1 post up. Offer it only to players with at least 1 maxed character. So everyone who buys one has already done the main content.
Also from my daily expriences, I know that having a vr14 doesn't really mean you know your class or the game, at all. The number of vr14s who "stand in the red" in PvP and PvE is astonishing.
I would pay $70 + $15 per month for ongoing new solo PvE content. Oh wait . . .
I would happily pay $49.99 per character, to create a new alt and have that Alt be leveled to V1, with the main story complete and all skill points from those levels and main quests.
The lower part of the game is ultimately boring, and I would pay a lot of money to skip that boring content.

You didn't make it clear at start that you'd already got vet characters, an option to pay for alts to be leveled straight to vr1 I'd be less opposed to - although I still think that's a bad idea.

What OP is saying is to offer the option to get an alt to max level. The option only given to you provided you have one maxed player already.
Since much of one's skill improvement occurs during the Vet levels I don't understand why a serious player would want to be a V14 that can be killed by a couple of V5 mudcrabs.
If you want a high level character from the get go, you can have one for free. Just sign on to the PTS server and you can load a VR14 Template. You also have your current characters copied to that server(about a week ago they did this) so you have have mules or crafters or whatever.

The problem with this "buy me a vet toon" thing is that these aren't serious players at all. They're the new "casuals:" people who just want to pay to get to the "good" stuff, and when they get there, suck so horribly at it that they're a laughingstock.
It boils down to this: to get skills, you gotta pay your dues.

I suppose that in certain PvP situations it might give an unfair advantage, especially if one could buy a VR14 character.
Besides a few bad PUGs, I don't see lasting community impact.
Would it be profitable? On one hand, yeah - instant dough. On the other hand - less time spent going through content. On yet another hand - would/do people quit rather than grinding the content again?
Overall I am in favor of it as long as it went no further than VR1 and the character had only basic equipment. Nothing more than greens in any case.
Allow people to play how they wish as long as the four rules above are not broken.
Only if you have a tamriel hero and did the craglorn main quest.
Think of the people that made those quests.
All i see in craglorn are people on a rock grinding alts, i wonder if they could even survive the v1-5 vet dungeons, they must have lost all button mashing skills in the mindless grind.
I worry for these people, haha, grinding alts like the world is going to end soon.

I just want to get characters into PVP. I am already a V14 on my main, and V1 Alt. I want to get my characters to the part of the game I enjoy without having to spend hours and hours going through boring content first.
So I am not asking for something I don't "have" if you will. I am only asking to create more potent and interesting characters. I am also EP on all my characters except a few hireling alts.
