I'm still going to own people in PvP, I will just get to them a little slower'... but when I do get there I will be doing more damage and be able to sustain better due to the use of a different set... You babies will be wishing the change didn't happen.

What other games allow every single class in the game to have unlimited stealth and buff stealth speed regardless of class? Name another that lets you become a vampire to gain extra stealth speed. Or another that has set bonuses that grant other stealth speed. Or another that lets you endlessly bolt around faster than mounted horses while damaging, unstealthing and stunning everything in your path.
Or even another where horses can sprint and have a stamina bar but can continue to sprint after the stamina is gone. Or one that allows you to hold block and block a huge amount of damage from 360 degrees. Or one that allows you to attack while holding block.
If you are going to start comparing this to other games there is a lot of stuff that is not similar to other games.

And for as long as games have been games, stealth players do not stealth at the ridiculously high rates of movement that ESO has been allowing them too. This is traditional DnD stuff here we are talking about. You know...its the whole reason why rogue/ranger/assasins (w/e you want to call them) have *** AoE and amazing single target burst.
There are sets of rules that just go along with this genre. If you dont understand that then I am not sure what to say except, "deal with it".

Oh please...ZoS stated it was never intended for the sneak bonuses to stack. This is a bug fix not a nerf. Bolt Escape was a nerf. This is a bug fix.
Now every Nightblade isnt required to be a vampire. In my book, that is a great change.

I remember when I was playing DnD and someone went to attack me and I said "Nope I am bolting to the other side of the map" and you also take damage and get stunned. "Now I'm going to bolt back attack you and bolt back out before you can hit me".

Using the skills and sets in game to do exactly what they said they will do. Asking CSRs if it is intended and them saying yes it is intended. Sounds exactly like the definition of exploit to me.
Paying the sub to ESO is an exploit also.

There are a *** ton of games that let you wear w/e armor you want, w/e weapons you want etc. This is not new stuff. Many games allow this to be done.
There are no games that allow you to stealth at lightning speed. NONE. Because its an unwritten rule that when you stealth there is a penalty. You should feel fortunate enough that ESO STILL ALLOWS YOU TO INCREASE YOUR STEALTH MOVEMENT SPEED after this change. You will no longer be moving at a godly speed. Why? Because its broken. Thats all there needs to be said about it.
The fact that ESO allowed it for as long they did has only caused this outcry from people abusing it to be worse.

The issue isn't who can or who cant stealth. The issue at hand is a class which can abuse stealth game mechanics and make such a joke of it that it becomes broken. Which currently is the state of Vampire NBs in ESO.
We can argue all day long...the vampire NBs are going to vote NO, and everyone else with common sense, and a desire for solid game mechanics will YES. No point in continuing on and on. I have a VAMP NB even, and know this change is good for the game.

I'm not sure which CSR's you're referring to, but obviously if it's being patched, it isn't working as intended.
So yes, it was unintended, and being abused, and therefore an exploit and thus being patched. Following your definition, there would be no such thing as an exploit. But sure, go ahead thinking that sneaking at Superman speed is super legitimate.
Anyway, there will be some other game-breaking feature for you to abuse soon enough, so don't stress it. At least, don't stress it until they fix that one too and another thread like this pops up.
There should be an option in the Poll for them to just get rid of Vamps. Some of them have gotten so used to god-mode, and are never going to be happy when things are balanced.
