The way I see it, the Night's Silence set is made for players who aren't vamps, but want competitive sneak speeds. Also, sneaking as fast as a horse can run should not be possible.
I just want to put this out there in hopes that someone decides to read it.
There are 4 ways in game to raise the speed you move in stealth and these are done in 2 different forms.
CW at rank 4 gives a flat 25% buff to sneaking speed. This is intended to add to your sneak speed allowing you to get in melee range to open with the skill.
The other method of raising sneak speed rather than flat speed buffs is to cancel the sneak speed penalty. Dark Stalker and Shadow Dancer already do this and leave the player moving at 100% normal speed when sneaking. They counter the penalty but without adding to the players movement speed.
Nights Silence adds 60% movement speed to the 60% sneak speed in attempts to counter the 40% reduction by sneaking. The Intent of the Nights Silence set is to counter the sneak speed penalty.
Odds are the change they have planned is to change the 5 trait bonus of Nights Silence to add the same passive as Shadow Dancer and Dark Stalker, making the sets no longer stack and hopefully giving the Nights Silence the full 100% sneak movement speed it was intended to have.
*Also, I remember seeing somewhere on the forums someone posted the UPS speeds of both some horses and of different sneak speeds and would be interested if anyone had a link to those numbers on hand.

I am a NB ... this is not a NB nerf. It is a Vampire nerf. I consider Vamps their own, cheesily overpowered class.
If Vamps were balanced, there wouldn't be so many Emperor Vamps.

I actually agree with you to a certain extent. I don't particularly like being a vampire but I feel obliged to be because of the huge benefit it gives me as a Nightblade.
I actually believe that increased sneak speed should be exclusive to Nightblades. 25% from Concealed weapon is pathetic. Dark stalker should be a Nightblade passive in the Shadow tree or something along the lines of "Active if dark cloak / shadowy disguise is slotted" A replacement for Vampires could be +XXX% sprint speed or something like that to compensate. (which would actually make a whole lot more sense.)
