Know this is a bit older of a thread, but in an interview with Elder Scrolls Off The Record, https://www.youtube.com/watch?v=u0UUsPRdY5k , Paul Sage mentioned being able to spend all champion points on each character. Starts talking about champion system at the 30:00 mark, mentioning account wide and using all points at around the 31:10 mark or so. Basically like how @DeLindsay said.

So for the OP and @Nakedsnake hopefully this clears things up for you a bit better if they haven't already been. Although Paul does mention both in this video and at Quakecon that things can change. Nothing is set in stone as of the date in both videos.

I'll try it when I get there. I have VR characters, but, I've lost interest in their narrative now. And anyway, Champion is just such a naff name. Yorkshire folk used to say it as an expression of satisfaction when one of their sheep survived more than three winters. The only other one in my limited experience of culture was that blasted horse in b&w westerns, I'll just be echoing Champion, the wonder horse (echo effect on) as I ride to my next pointless, repeated quest. And it'll make me start a new character. Actually, there was some canned or dried (forgot which in my excitement) dog food called Champion in the UK once. Had a silhouette of a greyhound next to a gilded gold cup. Hmm yeah, classy. Now we are talking. Champion, in fact.

Hang on, there was that naff prestige class in NWN , um champion of Torm. Ah well, can it get any better.
