Well, guess its better to test more things and wait to the 8th of September for the 1.4.
However, this is stretching the REQUIRED delivered service from Zenimax.

But even if you don't do maint its normal time, at least do a quick restart on the cyrodil servers. I'm noticing they end up with strange bugs the longer they are left on without a restart. Last week It was frozen cyrodil bonuses, and this week its no scroll quest being given from north morrowind grand warlord.2 -

I forgot that the North American server didn't only pertain to the Americans, silly me for misunderstanding the word American.

The NA server may be for people from multiple countries but ZOS themselves are located in MD.Founder and Co-GM of The Psijic Order Guild (NA)

ebunts14_ESO✭✭✭1. Update 4 can be released any day of the week that ZOS decides. But as already stated, Update 4 hasn't even been on PTS long enough for player testing let alone the release to the production mega-servers.
2. North America includes Canada, United States and Mexico. NA server is not restricted to just North America either.
3. ZOS don't need to give advance warning if the mega-server will have maint or not a week ahead of schedule. Banner and/or launcher notice posted on the previous evening is more than enough notice.0 -

I spoke to CS about this and they told me you was never meant to be able to get the scroll quest's if you held all 6 scroll's.
