Again for PvE reasons it might be tricky, because of the *** mechanics of dungeons, to stop instacast spells being used while blocking. A solution there might be, again, to only allow shield to do this or, better as someone suggested, nerf damage output whilst blocking.
So if you hold block and spam damage spells you'll do next to no damage but you could still cast self-buffs etc like dragonblood and throw CC like talons. If you want to do damage you have to drop block for a second. You can still tank in PvP/PvE the same but do little damage.
The cheesies will say this would break the game but we know that's not true. It might be a little harder to code in than an ability lock but it seems like the more elegant solution to me - taking into account both PvP and PvE.

OR... OR... listen to this idea... you burn their stamina down... and they can't block. BAM. Whoa. I know. It's revolutionary.

So I can hit the guy 10+ times before he has to stop blocking, even for people who don't stack stam. Most players have near 2k stam in PvP at v12. Thats assuming 0 stamina regen, 0 pots, 0 skills that regen stam.

The problem with this is that it requires you to completely abandon any other build but this to combat this single function everyone has.

Additionally you give up a lot of other things putting weighted on your weapon.

10 times isn't not hard to do, and most people don't have near 2k stamina in PvP at V12.

10 times isn't not hard to do, and most people don't have near 2k stamina in PvP at V12.
I have 2k stam in PVP as my bow/dw nightblade...a lot of bow/dw users have this or more.
I think dual wield should have a passive that turns their bash into a disabling parry when used in response to a weapon attack.
