Paul Sage only ever referred to VR still being present in phase 2 of the transition. And the moderators have been very clear about VR disappearing when the Champion System goes live.

Why are they implementing VR14 when they're just going to remove veteran ranks soon?
Do they realize their design philosophies make legendary gear too risky to create? Are they okay with this or can we expect to see systems to mitigate the risk of making legendary items? If not, why bother having them in game if they're never worth making?
Go to the BioWare social forums and see the level of developer interaction I expect. I knew more and about Dragon Age 3 and felt I could have my questions answered more reliably about that game two years ago than I know about the Champion system today.

This is the truth if you put the whole time line together . Paul clearly spelled it out
Phase 1 Is basically balancing , Zones content , and hopefully more balances to Specs and armor system.
Phase 2 is conversion of XP , getting rid of the VR experience points. converting the VR system to normal EXP making them easier to obtain.
Phase 3 is implementation. This is were the Champion system is introduced to live.
where people are confused is the phase we are currently in. That is obvious. it's phase one the balance is still bad and End game PVE specs are limited. So we are in the balancing phase and will likely be there through the holidays. We know Octobers/november update is the new VR 14 dungeon and dont count on any thing happening in December. And as we have not seen any rescaling of the old dungeons nor reitemizing we can anticipate this will be updates after the EXP conversion.
just to put realism on the whole thing so people get a clear picture. Content Updates are coming at a rate of about 6 to 8 weeks. From what is involved with the champion system and the massive overhaul it will be you will have another 2 to 3 months of phase 1 before they do a conversion of EXP in phase 2. and you will definately get the new VR dungeon before phase 2.
So for all you people that are in VR and cannot stand grinding anymore and are in a holding patern for the champion system. you will be that way until probably march or april of 2015 . if your not enjoying the game now and want this change your better of unsubscribing until the actual phase 3 implementation.

No way does it take them that long to implement the champion system. It's too important to the health of the endgame. At The latest I would expect it to come is maybe January of next year.
