i didn't notice a damage difference between my guy on PTS and my guy on Live.
On Live at the moment here are quick results I got.
If the tooltips are actually working:
With a Health Food on:
Silver Bolts: Damage284 Proc1884
Expert Hunter: 379 bonus
Trap Beast: Damage189 Burn339
With Magicka Food on:
Silver Bolts: Damage284 Proc1665
Expert Hunter: 379 bonus
Trap Beast: Damage189 Burn339
With Stamina Food on:
Silver Bolts: Damage306 Proc1665
Expert Hunter: 408 bonus
Trap Beast: Damage204 Burn366
So if the tooltips are working the damages are already scaling based on Stamina instead of Magicka.
Strangely, the proc on Silver Bolts appears to be scaling based on Health.
I didn't test the Proc, but I did a quick run with Silver Bolts against v10 Saber Cats; base damage hits were providing these results
Health food: 279
Magicka food: 273
Stamina food: 294
I don't know why the Health Food has higher damage than the Magicka food; but the Stamina food being highest appears to support it scaling based on Stamina.
I have 2k Magicka, 2.2k Health and 1.6k Stamina with the Stamina food buff active.
It's the crappy Chef foods in Riften, so it's giving 282 buff to each respective stat.
Stamina skills use stamina to calculate damage...makes sense to me
This means Magicka Builds cannot be effective against Vampires. This gives Vampires the ultimate buff. Think you are forced to be "in a dress" now you are forced to Sparkle.

Since when were Vampires hard to bring down in Cyrodiil? Not in recent times at all. It's like any other player, except fire hurts them more and to make up for it they have some nice passives.

The ability to use them has always been stamina based, but the damage they did was calculated using your magicka and spell power. It has been changed so the damage it does is now based on your stamina and spell power.Haven't Silver Bolts and its morphs always been based on Stam??

So much Presupposition here. I am a Sorcerer so of course I chose to wear Light Armor and a Destro/Resto Staff. What do you expect me to pick? Those of you who start your argument with assumptions about how I play, then proceed to "lecture" me on what you think my playstyle is, are just trolling.
The character concept going out the window is being "Hybrid" and using those Fighters Guild abilities because they were universally useful. Now they will only be useful to characters who focus entirely on Stamina.
And by the argument you are "forced to wear light armor" to be competitive, you now have to be a Vampire because unless you decked out Stamina you won't be able to use the only abilities that harm them.
I guess we should be greatful for Stealth Oil, I will go from using Silver Shards to using Stealth Oil. This is the gameplay change that impacts me. Hopefully the norm of stealthing oil will become respected as a rightful counter to vamps.
