First I'd like to say I'm not sure if this belongs here and if a mod can move it to the correct forum (if it shouldn't be here) that would be great.

Its a R9 270X. I don't think my Power supply is strong enough for it to run. When I installed it I had the post beep sound but there was no display on my screen.
So I think its a few things:
1. As I said before (my PSU can't support it, but I have a 750W coming in the mail which will)
2. Do I need to uninstall all my drivers ( I don't know exactly how to do this)
3. Should I install the Disc that came with the graphics card before I plug the GPU back in?
Any and all help will be greatly appreciated

what OS are you running? If its win7 or 8 then what should happen is your OS will see that the old card is gone and a new card is there and attempt to download or use windows default driver. Which should be good enough for you to be able to get an image and run the disk.

Its windows 8. Will it stay a black screen for a while while it downloads?

    2. I always do, it's rather easy to do. Just go into control panel/Programs and Features and find your old drivers and delete them.

    3. No, just hook up your new gpu, and then go to the AMD website and download the latest version of CCC for your video card..

Everything will look crappy at first while you are in the "plug and play" driver of the gpu, which will work perfectly fine for you to DL the correct drivers. Your screen will go black a few times when you are updating the drivers, don't be alarmed.

No, it will not be a black screen while you DL the new driver. Everything will be really big and and a low resolution. Only time you will get a black screen is when you are actually installing the new driver, after it has been downloaded.

if the psu cant handle the newer card don't use it until you get the 750w. you could harm your computer. the wattage is not the important part when it comes to gpu's, though you want to meet the requirements. you want enough amps on the 12v rail.

Right now you won't be able to see anything unless your PSU has enough "juice" to get the card going.

When you get the new PSU, you should see something, else you have a bad card or some other issue... All gpu's will be able to "plug and play" initially...

While in "plug and play" download the newest drivers...

Before installing a new graphics card, I always visit the appropriate website to download the drivers (don't use the ones on the CD provided, the software will almost certainly be out of date), and then place the installation icon on my desktop in the top left hand corner - so that when I have put in the new card, if my system boots up at very low res, that icon is going to be visible on screen and I can double click it.

If you are getting no display output, then that could be a power issue, but it could also be a lot of other things tbh. (Although if your psu is an older one or low output then that would seem to be most likely). Check that all components are seated properly. Also check that all cables between your display(s) and graphics card are plugged in correctly.

What happens during POST? Is there any onscreen display during, and what beeps are happening? (If the answer is that there are no error beeps and you can't see the usual POST info onscreen, check that you have the cable between gpu and display connected properly). Have you tried plugging your old graphics card back in to see if it still boots up OK?
