what OS are you running? If its win7 or 8 then what should happen is your OS will see that the old card is gone and a new card is there and attempt to download or use windows default driver. Which should be good enough for you to be able to get an image and run the disk.

Its a R9 270X. I don't think my Power supply is strong enough for it to run. When I installed it I had the post beep sound but there was no display on my screen.
So I think its a few things:
1. As I said before (my PSU can't support it, but I have a 750W coming in the mail which will)
2. Do I need to uninstall all my drivers ( I don't know exactly how to do this)
3. Should I install the Disc that came with the graphics card before I plug the GPU back in?
Any and all help will be greatly appreciated

Its windows 8. Will it stay a black screen for a while while it downloads?
2. I always do, it's rather easy to do. Just go into control panel/Programs and Features and find your old drivers and delete them.
3. No, just hook up your new gpu, and then go to the AMD website and download the latest version of CCC for your video card..
Everything will look crappy at first while you are in the "plug and play" driver of the gpu, which will work perfectly fine for you to DL the correct drivers. Your screen will go black a few times when you are updating the drivers, don't be alarmed.
