I bought my Palomino Horse DLC on Steam but I didn't receive it yet. I checked both my in-game e.mail and the in-game stables. My character is already level 10 and I waited 24 hours.
Really not sure how buying horses is different than Imperial Edition horse, but for us we had to actually BUY the horse in-game from a stable master for 1gold. Did you check to see if you could buy your Palomino horse from a stable master for 1 gold? Might need to buy additional stable space as well.

Thanks for you reply. I checked the stables for more than one day and I can only buy the Imperial Horse for 1g (I also got the Imperial Edition). I tryed also buying two additional stable spaces .
Just wondering, the Palomino Horse is the same speed as the Imperial Edition horse.
If you have the Imperial Edition, why did you buy the Palomino Horse?
Imperial Edition horse = 1G, you can get at L1 and have as many as you want on all toons.
Palomino Horse is exactly the same except you have to wait to L10........
I thought the Palomino Horse DLC was for those who did not want to pay for the Imperial Edition .
Maybe they like to collect mounts? The Palamino skin is different from any of the other in-game horses. So they could have 6 horse colours to choose from instead of 5.

I know from Lotro, where I liked to collect mounts, I had 90+ different mounts there to choose from before I left

As suggested by @pema above and by the Support Team I could buy my in-game horse adding the DLC code of the Steam Library in my ESO Account page. The Support Team was kind and quick.
