Well if they add the dog as someway to get in game. Then they need to add the crab, monkey and so forth. Crab is from the imperial edition, monkey is from beta testing. Dog is for buying the game thru steam.
These are all perks and should not be available any other way. Otherwise they are no longer perks.

Based on the OP's request, for ZOS to live up to this statement, they would need to implement any items available in the cash shop or through any other paid means as quest rewards ingame. This could be implemented at any point within the lifespan of ESO before it can be considered a lie.
Most likely all presently available pets or some variation of, will be available either ingame or through the cash shop or both.
Yup, that's the way I feel. I'd like to go back to the point in gaming where, for my $15 a month, that meant I got 100% of the game.

They are perks because people got them day 1 of their game, for money or a promotion or whatever, where we would have to earn them in the game.

If they are added in game where they can be earned then they are no longer perks. What don't you get. If they are no longer perks then what do we get for losing our perk. We get nothing if the perks are available to be earned in game.

Imperials are behind a paywall. You have to upgrade to Imperial Edition to play as one. You pay to upgrade. Which means you pay money to access a feature of the game.

Although you are technically correct that example is a stretch. Better examples of what paywalls truly mean is if I couldn't access Craglorn without paying $10 to unlock it.
