You can still buy a horse, buy the imperial motif in game, get a vanity pet in game from a quest, etc. It is like they know they are getting your money, but they didn't lie now did they c; Gotta love S T R E T C H I N G the truth.

When you offer to sell anything in your game store that players can have in the game, that you can not earn in that game, that is a paywall.
You have to pay to get a feature (items, locations, classes, skills) in game that you can not get otherwise.
On that note, show me where you can earn the right to play as an Imperial in-game. Or get the special mudcrab pet.No there isn't. So you can buy a horse using real money. You can still buy a horse in game with gold. No paywall there.

Nothing is being offered for money. It's a perk for people who buy it through Steam. You cannot buy the pet for money. It's just a perk.
