Nothing is being offered for money. It's a perk for people who buy it through Steam. You cannot buy the pet for money. It's just a perk.

Micro transaction stores are part of the business, no way around it.
I buy drum heads from Evans and on each package there are "Player Points" that can be a accumulated and used at their online store for things like mugs, key chains, shirts, etc.
It would be cool if each monthly renewal provided "Tamriel Points" that could be used for purchasing in game pixel items: pets, disguises, trophies, etc.
Not only is it a nice little "thank you" for supporting the company, but an added incentive for continuing a sub. Especially when pixel items have little to no material overhead like physical ones. It's created once and the file is downloaded repeatedly.
As I finish this it came to mind: DDO gave VIP subscribers Turbine points each month to use in the store. So it's not an unheard of practice in the MMO realm.
They are not arguing on my behalf cause I could care less if I get the dog. I have the 3 other pets sitting in my bank. If I was given the dog sure I would take it but it is not something I am entitled to cause I did not buy the game thru steam.

Based on the OP's request, for ZOS to live up to this statement, they would need to implement any items available in the cash shop or through any other paid means as quest rewards ingame. This could be implemented at any point within the lifespan of ESO before it can be considered a lie.
Most likely all presently available pets or some variation of, will be available either ingame or through the cash shop or both.

So...I'm at the Bethesda store right now...the one you get to via the "store" link on ESO's main page...and I see T-shirts, lithographs, statues...etched glasses...a wallet, a keychain, couple of messenger bags, a notebook..and an actual book, "The Heroes Guide to The Elder Scrolls Online". Don't see anything you could actually use ingame there.

Aha. I was at the wrong store page. Found the one you might be referencing, but I still don't see what you're fussing about. Right now, there's the Digital Imperial and Digital Standard edition being offered, alongside the Digital Imperial upgrade and the palomino horse.
The only ingame item they're currently selling is the palomino horse, and you can buy that from any stable ingame.
Pretty sure you're just stirring the Puppygate pot.
