I'm guessing you haven't previewed the PTS changes to all set gear yet then have you? ZoS didn't just toss a few +Stamina set bonuses on them, they completely reworked the sets and MOST of them now are superior for Stamina users. They added TONS of Physical Crit, Stamina regen and Weapon Damage to set bonuses to bring Stamina builds to within ~4% Crit value of the current FOTM Crit Magicka builds, and they won't have to use Inner Light to get 20% of that value either

This is rubbish. Most well made raids make it NESSESSARY to have a good mix of all classes and abilities in any game. Really cleaver raids make the buffs each class brings synergise off each other to make them even stronger.
What appears to be happening in ESO (at least from what I can see in discussions such as this) is that encounters seem to be being created with a requirement to exclude pretty much all but those with a very narrow set-up. That's just really poor and VERY lazy design!!

It's makes me wonder what the hell are they doing in internal/closed playtests, are they actually making sure testers are actually giving all classes and skill lines a run through or do they all just test the content with staffs and light armor?

Not sure you'll see a whole lot of that though especially when a greater number of primarily soloing folks who sail through the lowered difficulty in V+ 1-10 which was changed Monday,will be showing up and knocking on the door after V+12 without the gear and a few build choices to support their decision to start heading into endgame competition.

The lower level dungeons are not demanding on user builds at all. I've beaten lower level dungeons with 3-man parties without that much trouble.I've had no problem so far in dungeons on my dual wield NB. My dps even seems high. (200+ to 135 depending if I mess up my new rotation) on a lvl 35 NB (source:TFC mod)
I admit, I mainly use magic abilities but I've balanced this so my one stam attack provides me a good filler.
I would even deal more damage if I wasn't trying to level up the WW line.

That's the sad part. It wasn't a troll. He genuinely did think this was a reasonable request. And to be honest the way they the game is balanced now it probably was for a pug doing a times run.
