Pull fat guy round the corner and kill him. Circle the other one and interrupt his casts. There is a common mechanic in this game where mobs with powerful abilities have to stop tracking you for half a second to cast. if you are circling while fighting all the time you never get hit because you always move out of the dead zone. Stuns work well as interrupts too so volcanic rune is a winner here.

This boss could be a problem pre veteran so it's not just VR players that are suffering. Soloing the boss does require interrupting the heal and fast reactions at that but there are 2 issues that can make it impossible for an individual player:-
1. I found that you really need to get her off that platform that she likes to stand on. This was because I had difficulty successfully interrupting mobs that are elevated compared to myself, even if I was right in their face. This seems to be an issue with the collision detection in the client but at least is something you can control if you're aware of it.
2. Lag is also a major player because healer npc's will often start healing before the animation appears if you're suffering from this which is why the boss seems to heal up so fast. Unfortunately there are many aspects to lag that may be out of a players immediate control making this issue a real show stopper if you're suffering from it on mobs like this.
For this boss I think most people just end up grouping to get it done - there are a few npcs like this.
I managed to do Vox at VR2 but interestingly I had major headaches with the alchemist guy in obsidion gorge at the same level. He was just hitting me like a full on ICBM and I couldn't survive in melee range of him for long enough to burn him down ("burn" being a relative term for Templars) even with all the self heals. The only way I beat it was to group with another couple of players at which point it became fairly trivial.
I'm not sure if Zeni are actually intending some of these bosses to be doable by groups only or not but if that is the intention then I guess they really need to fix some of the issues with the phasing etc...

Igozai is fine ... dead.
Cassia Vsro has 13,000 HP, with unlimited magic and just self heals back to 100% when down to about 9.000 HP.
Unable to knockback, unable to immobilise and even Ultimate Skills have little or no effect. Absorbtion Field does not silence.
As a Sorcerer my single targe DPS does not even get close to taking her out.
Even if I did, she just ignores everything I throw at her and heals straight to 100%.
Why do you even bother to make Solo quests like this?
I finished it when i was about 5 levels above the quest in non- veteran content, the ogrim was very easy, the healer i could not interrupt with anything but Venom arrow so i kept myself supplied with stamina potions.
One of the easiest bosses in the game.
Remember in the tutorial when it told you how to interrupt casts, and the second mob you faced was a skeletal archer that you could interrupt? Yeah. Try that.
Killed the fat guy no problem. The issue is that the heal is impossible to interrupt. The interrupt happens but from the time she starts casting and the time the interrupt lands she is full health and my stamina is that much lower. Rinse/repeat and she stays at full health while my resources deplete.

However, it doesn't work, at least it didn't for me. I live in Hawaii, so I suspect it is related to latency. If you have low latency, you interrupt her and burn her down. If you have high latency, as someone above states, the interrupt only works once in a while,and she heals in between.
In general, many things that people complain about that others don't have a problem with is based on latency: the level designers don't understand it I think.
You know what my worst nightmare in the game is? "E". That "E" is my most dreaded thing. Will press "E" transport me thorugh the door? Did it work? Should I press it again? How long should I wait before I press "E" again? Ooops, not long enough, I went through the door and then popped back again.
I hate "E". It is not robust to latency
This post - specifically many of the whiny responses lamenting how horrible this game is due to "impossible" content (which is actually easily doable if you strategize a bit) perfectly sums up the problem with ESO currently: its players. Seriously, it's incredibly frustrating to see whining like this when its clearly not a broken game mechanic but rather an intended mechanic that requires thought and a bit of skill.... But only a little bit! C'mon guys - man up for cryin' out loud!!
If you're in the middle of a cast, the block button should stop your cast. I have interrupt bound to a g-key I hit with my pinky, so I tap block->g9 real quick to interrupt my own cast then the enemy.
