I had the same problem with that quest. The flame atronarch companion you get for that quest is supposed to do most of the damage in this fight. But it did not survive the bone colossus just before the boss.
I had to run around for a few minutes inside the instance to make the atronarch reappear, then Cassia Varo was much easier to kill.

Maybe I'll abandon it then and find a partner, which I should not have to do for a generic PvE quest.
I was on the quest (not in party) with another but when we entered this final stage we were separate so assumed it was solo.
I have been in here for an hour and not seen anyone either.

It's press and hold right click to block, then press left click to interrupt. You also need to be really in her face to do so. Best done from first person view, not the third person view.The easiest way is to basically go near boss , hold right click(BLOCK) and press right click.

Cassia Vsro has 13,000 HP, with unlimited magic and just self heals back to 100% when down to about 9.000 HP.
In case you were not aware, others have stated they could not interrupt.This was the easiest boss I ever did in veteran content.
She does very little dmg, so the only problem is healing, which is easily dealt with.
In case you were not aware, you can interrupt spell casting in ESO. The easiest way is to basically go near boss , hold right click(BLOCK) and press right click. That will hit the NPC or even a player in such a way that it interrupts ANY SPELL-CASTING.
All I did was go near boss, dps as normal ( I am a sorc) and the moment I saw she wanted to heal, I just slapped her sensless as mentioned above. She healed for a total of 1-2k~ the whole fight, because I was day dreaming sometimes and was slow to react to her healing.
Why must you post in such a smug manner? Is it so difficult to remain polite while giving advice? Did you even read the posts where players stated they could not interrupt?One of the easiest bosses in the game.
Remember in the tutorial when it told you how to interrupt casts, and the second mob you faced was a skeletal archer that you could interrupt? Yeah. Try that.
