Yet I'm hitting 35-45 FPS in heavy Cyrodill battle, around 75-100 in dungeons- and 65-75 in open world.

Eww 35-45 FPS? If its less that 60, its a problem.
That's while you NVIDIA users are lagging in Cyrodill. Also I'm fairly certain my hard drive and CPU are my bottlenecks.
