Until we can group every instance, that's what the "noise" is all about ... at least for me. Completely immersion breaking.
Mostly all the DK and Sorcs say yes and 90% of the rest are saying No lol! Wonder why that is, oh ye dress and strick or DK spam Heavy armour Dragon blood, ahh that explains it. Well the poll showing NO more than yes so looks like ESO is an MMO you're forced into playing something you don't want to...not cool Zenimax!

Im a Templar - Reguard who started as a tank in heavy gear. I then balanced my play with cloth and was able to heal in dungeons and tank effectively.
I've recently hit level 49 and just Heal primarily but I"m very effective as DPS (after a respec)
The trend is those who take a balanced approach or who split their weapon swap or skill bar to allow them to play solo in all encounters will also be viable players in dungeons and PvP.
You can play any way you want to play but that is not without sucking if you have made poor decisions and take poor approaches to encounters.

I would greatly disagree having played quite a few MMO's since 1997.
If you are approaching this game like its a typical MMO, that is most likely why you feel this way. The game is a massive multi-player online but MMO isn't a type of game its an type of experience and access to a game.
The game takes most of its concepts from a single player game TES.
It removes the stereotypical tanks = this, DPS = this and healers = this and allows you to define how those three roles work for you.
Try playing and building your character as if there is no group content. In essence you will favor a play style but need to have 1 or 2 other options of attack or approach.
IF YOUR CHARACTER can only play one role, this is why you struggle. You may not be able to heal an entire group but you should at least be able to heal yourself. You may not be great at ranged but you should have at least one ranged attack option in addition to a stun or knock back. You may not be able to stand in a fight in melee but you should be able to engage in close range and keep mobs off you if your not built for melee.
Not saying you're doing it wrong but I am saying if your expectation is WoW or Guild Wars, DAoC, Final Fantasy, etc. this is not that type of game.
By design the developers intentionally developed a game that is not like those but that has some relevance of those games.

Nope. Want to group all content, but cannot do so. Has nothing to do with being competitive or effective - it's an MMO, and I want to play cooperatively all the way through. But it just asks if you can play the way you want...which is of course Yes because technically you can.
Play the way you want is misconstrued. It means you can equip any armour, any weapon, and any of your class skills. The game wont stop you doing any combination but it doesn't promise they will all be viable. Ok so stamina builds are not working. They are working on that.
