I have the same issue. My payment worked fine for the preorder, worked fine for May and all of a sudden does not work now. Everything matches up just fine. My wife's account comes out of the same checking account, and hers works. I would hate to have to go buy a prepaid card somewhere each month. Might just lose both of our accounts if I can't play.
Also worth noting that since it was canceled on the 10th I could not access the forums till today either. CS added three free days of game time, but the problem still exists today. So there are probably lots of others having the same problem, they just can't post here without a valid account.

11/6 After a bit of back and forth, CS offered me this 'solution'
"After reviewing everything, I do have a solution that should resolve everything and allow you to re-subscribe without any errors. If we swap your currently registered email address with another domain, such a gmail, ymail, or an ISP designated email address, it should allow your payment to proceed without any difficulty. I know that this is not an ideal solution, but it would only be temporary, as we have a specialized team investigating the root cause of the issue. If you are willing to do this, all I would need is another email address to swap for your current one."
I was using a Hotmail address, obviously the same one I used to buy the CE Imperial Edition of the game, and all subscriptions up until this point, without a problem.
Seemed a rather odd solution, but I immediately replied to offer my work email address on a unique domain. I asked that since I can't access that email when I'm not at work, could it be switched back once I'd successfully subscribed. Failing that I could create a gmail account specifically for this issue to get around it in the short term.
Despite a couple of 'Hey! Any news yet?' followup emails sent over the last couple of days, I've heard nothing back.

I can't keep my horses fed
I can't collect my minion mails
I can't refresh my crafting trait researching
Now we're going into a weekend, and I'd like to use some of my spare time to play the game I paid for, and am trying to refresh my subscription for but can't due entirely to your uniquely odd problem with billing.
Since my time has expired, I expect I'll be kicked from the forums too any minute, so this may be my last post.

If it's your wife's name on the card but yours on the billing information for your ESO account, that may be what's causing the transaction to fail.
I'm going to say that this is a terrible problem if it's in fact the problem.
Account name and billing name should never be the same. Ever.
I have a long standing history of putting friends' MMO accounts on my credit card when they cannot afford it for whatever reason, just so I can play with them.
Being unable to here would be absolutely stupid. Neither Blizzard nor SOE give a hoot who pays for the account, so long as the account holder's name is the name of the person accessing the account, ie: if John Smith is paying for Jane Doe's account, and Jane Doe is the only one playing it, they don't care.
Having this issue as of today. Tried multiple credit cards that I am sure are all just fine. Double checked billing addresses, and tried multiple name combinations (I have an initial on my cards, and tried every possible combination).
Sort of discouraging. I haven't been able to play lately due to work being busy. Now I have a day off and go to resub and enjoy the game I paid for and months later I see there are still issues.
It's one thing to have bugs in the game that need to be hammered out. Quite another to take your customer's money for a product they can't even use. I'm not willing to jump through a bunch of hoops just to play so hopefully this issue gets fixed otherwise I've basically just flushed a hundred bucks down the toilet on this game that I'll never get back.
I have played just about every MMO that's ever been released. Aside from known issues that were immediately fixed, I've never had issues with something as simple as a subscription. And from a google search it looks like this issue dates back to launch. Absurd.

I appreciate the time and help the support contact has been trying to provide and no offense to them intended, but until bethesda/zenimax/whoever actually manages the billing system is willing to admit the issue is on their end rather than implying their users aren't smart enough to enter in some credit card info and expect it to work like any other game or service, i'll take my business elsewhere.
There are no excuses months after launch to be experiencing issues like this that basically lock you out of a game you paid a hundred bucks for and can't even use.
Their credit card processing ability was certainly working well enough when they initially sold me the game and charged me for the first month of play.
they offered me 3 days of play time but I'm not sure what good that does me if that just means I'm right back to being locked out. I suppose I'll use it in hopes of seeing this issue resolved, and not getting booted from guilds for inactivity in the mean time.
