Probably it won't take more then 5 minutes to make such a thing.. by a single programmer (who has also the whole forum already done and scripted)..
So yeah, it isn't a real issue, it's just a freaking necessary thing to do.

I put some serious thought into this...

There's obviously the utterly awesome Razum-Dar.

Sheogorath was pretty good, if not quite up to par with his previous iterations...

Cadwell? I wanted to love Mr Cleese's performance, but too often his 'ramble' characterisation simply sounded like rushing through the lines to me.

Of the famous voice overs? In the end I ended up liking Abnar Tharn the most. The voice performance (by Alfred Molina) always seemed to suit the situation, at least in comparison to the other named actors, and frankly in interviews with the actors he seemed to understand the 'soul' of his character the most.

But truthfully? The NPC that i think resonated the most with me in this game?

The Khajiit outside Elden Root getting threatened by a Bosmer for eating a flower.

I love his adorably innocent confusion.

"But this one likes eating flowers....?"

I also liked the treasure hunter/ inventor Dunmer siblings from the EP zones (as they are in more). They are very nice and I actually felt worried when I was collecting the journal pages in one of the ruins :P

Razum-Dar. He's cute. When I played the first Beta, I really liked that he was the only one that tried to help my Khajiit. The mysterious nature surrounding him was very intriguing too.

Every damn NPC in Windholm (Spelling?). I was there for the first time and it was even BETTER then in Skyrim!

All of em where drunk and if you where not drunk, they called you a milkdrinking fool....then had a quite long race along the city walls, drunk as hell, so see who wun.

Cadwell is superior, but lets be honest, how good would he be if it wasnt John Cleese? Btw, German and french players completely miss out of this because they have voiceover in their own mumbo jumbo language.

The dunmer siblings I met at almost every zone (EP) exploring a ruin (don't remember their names).
Angof the Gravesinger; I met him in Coldharbour first, I wish instead of doing the other factions' zones as veteran content, I could stay and help him with his mission.
Maybe there will be more as I advance to V10!

Razum-dar, his jokes, cleverness, that he cares and you are secret agent buddies.

So far best part was when Raz was magically camoed as the Queen, that was way too funny scene.

Something in that cooking lady outside opposite Skywatch bank.
