Of course you can't kill cats. You know it'd just end in some Khajiit getting angry at you for killing his little brother.
Or for a more pragmatic explanation, you kill things like rats, chickens and centipedes in order to gather their innards for fishing. Maybe dog and cat guts are no good for baiting a hook?1 -

The world is bigger than your backyard.Sarenia, you are either missing my point or you are a cat lover. I don't kill sheep, snakes, spiders, deer, rabbits, squirrels, rats for the fun of it, well ok maybe rats, I kill them for their guts because I need guts to fish. My question is why are cats, or for that matter dogs exempt from my need for guts?
It's the same reason why people eat beef, pork, chicken and not cat- and dogmeat. Cat's and dogs are pet's and to cute to be harmed. Any other animal is free to be eaten (if it's not too small or too "dirty" like rat's) or to be killed for fun. That's how it it whether it makes sense or not

I can't kill animals in cities that are pets either! Most of the pack guar, nixhounds, guar etc in cities that are pets cannot be killed. Heck, there was even a rat that someone had as a pet that I could not kill.
Though killing the pigs on Bleakrock isle is pretty funny, because the owner runs up to each one and sounds sad.

A friend of mine started to play Skyrim. He goes to a town and shot a chiken. The police try to catch him and tried to kill. He drop the game "how cant i kill a chicken?" Hahah
At least on ESO you can kill almost anything without problem. At least until they add the new police system...
But nothing ill overcame Fallout 2, where you could kill everything, from dogs to npcs, including Childs (and earn the childkiller perk), but of course this is just for people with problems. Hahha0 -

SDZald✭✭✭Thanks for all the great responses. I meant it as a light and humorous way of looking at our perceptions of ‘killing’ living things. I do find it strange that the game Devs, and apparently some of the people who responded think it’s ok to kill spiders, squirrels, sheep, goats, chickens, deer, rats, snakes not to mention a very large range of living and dead intelligent beings, yet dogs and cats are off limits.
I am not asking to be allowed to kill cats and dogs, I don’t harm animals in real life or for that matter intelligent beings, but I do wonder about the people who find it offensive that I might ask to be able to do so in game. I mean if you are that sensitive about the well being of cats and dogs why not all the other life forms in the game?
