Does anybody know what the cool down on this spell is?? I would think it would say in the spell info, but it does not..

There is no cool down, ESO has no cool downs in any spells or abilities.

It's not a cooldown, it is a charge up.
you must build up ultimate charge to use it, ie do damage to build up ultimate charge.
