Settings/keybinds/etc. Keep getting wiped.

Sometimes when I login my settings are missing. I remember reading before someone saying that at times, we login and our character settings aren't tethered to our account for that login. We have to keep logging in over and over until it links us and picks up our settings.
What causes this and what can we do to stop it?
I usually only have to relog once but in the last half hour I relogged a ton and my settings wouldn't come back.
