This quest appears to be fixed as of today's Craglorn patch. I enter the queen's residence and she was there! There was no skill point reward however. After speaking with the queen, another npc runs in who you speak with and then your sent to Scout Catannie at Driladan Pass. It ends there, this quest appears to have simply been a lead to another quest area.
