Every area so far there has been a bugged quest holding up the achievement.. This one, then Naval intelligence in Malabal Tor then skever hole something in reapers march... Now I've heard dont rush through reapers march because you have to stand in line for the end quest...
Seriously a guild mate actually took a screenshot of people organizing a line to turn in a quest because if they did it one by one it worked.... #onlyineso... (I'd post it if I was at my pc)

Ditto... I just confirmed the queen is not in her house what a lazy pos, just standing on the bridge like she doesn't have anything else do to.. Infact, she made it to to Rawl'kha for the new mane ceremony but she can't stop by her own house and talk to us peasants for a bit.... ?

hello all! im having the same *** issue, sent in 2 tickets told it be resolved, also given information to help resolve the issue didn't work, abandoned it and cant get the quest now, someone tries to share it and it doesnt work. ya im a bout done with this game not just because of this bug many others which have been around since first beta, so you tell me

Same issue for me. Unable to complete this quest, because the Queen is missing from her residence. I did /bug it. Like many others, I completed the "Shades of Green" first.

Vr3 abandoned the quest as the bug report said to do and was never able to get the quest again. That's was 3 weeks ago.

Yup, this is my second character, I wasn't expecting these low level queens questlines to be bugged out still. My questing buddy and I cannot see her. We tried all the usual stuff, and once I abandoned it, I couldn't get it again, my friend can't even share it with me. This has been bugged out for more than 17 days with no fix? Shame on zenimax

Do not drop the quest like my Customer Service guy told me to. I've been all over the zone and there is no way to pick it back up.

And herein lies the problem.
Even if they are told in the original ticket that one has tried all the usual tricks they tell you to do, and point towards this thread, we are still told to abandon it, log out, leave zone, use /stuck, use /reloadui etc etc.

It somehow seems that they dont read the tickets, nor do they perhaps have an insight into the quests.

And yes this might not be a very nice post towards the people at CS, but it is just my feeling.

It just irritates me because I'm the division head of a very popular gaming community, I opted that we expand into ESO and the fact that I can't complete this very important part of my characters experience in the game depresses me and makes me not want to play. I haven't played more than 30-45 minutes daily since this bug happened and before that I was playing long enough to get 2 to 3 levels a day. I tried playing an alt but this experience with not only the bug but the Customer Services complete lack of caring other than a generic "Dang that sucks dude please type /stuck or logout" really bothers me. I know they are dealing with Gold Spammers for about 85% of the tickets but that isn't my fault, its theirs for no preparing better because this happens in literally every other game. I just want to experience a game that I waited literally years to play. The sad thing is since I will never have direct contact with someone, since I don't think this game has GMs, I doubt I'll ever see this bug resolved.

I may have a work around, one would need to talk to all of the Queen spawns in greenshade and find out what one may allow you to proceed. I had a similar issue where I needed to talk to an NPC but he wasn't at location so I went to where I saw him last and was able to progress. Just a thought, are there any guides with location markers for spawns?

Was there an answer from Zenimax about this? We really need them to get moving on this type of problem. I have this one and another out in Malabal Tor... The guy will not come out.

Workaround: Abandon "Shades Of Green" quest if you have not progressed to far. Queen will spawn in Marbruk and you will be able to finish this quest and progress further.

i had these kinds of bugs countless times - try his in that order
- reloading ui
- going switching instances (indoor outdoor)
- relogging
- restarting the launcher/game
- quit and try it again the next day (if you believe it or not this has solved a lot of these bugs for me)

Sounds good except I been doing all those things for 3 weeks now. Plus, I think all those are pretty much common knowledge by now. I have probably seen more guides on the forums on how to fix bugs than I have actual gameplay mechanics.

If you have completed "Shades Of Green" but have not completed "Report to Marbruk" there is currently no way to complete this and you have missed out of a skill point and unable to get the achievement for completing this zone.

There are a few quests at the moment that if you do them in the wrong order, your stuffed. DO NOT delete this quest, as you will not be able to pick it up again.
Unlike a lot of other 'bugged' quests which you can fix by logging off/on or a reloadui, the ones that you complete out of the order they were designed, they are broken and nothing the user can do will fix this. They were never designed to be completed in the order you did them, but they should be and this needs to be fixed.

Please report this and if enough people report it, they may fix it. I know of 7 quests so far that if completed in the wrong order, you can not complete them and I keep reporting them and keep waiting to see if they make it on the bug list (to see if fixed in the next patch)

The bugs that get reported the most are normally the first fixed. Please, everyone who has this bug. please report it, not just post here.
