I cannot complete the (21) Vision Quest - "Talk to Tedras Relvi"

I'm here at the Library Vault, but I cannot open it and when I try speaking to Valeyn's Familiar, all he says is "Mayhem? Make things go boom?" No further interactions are available. Any fixes found yet?
