I just find the name funny. I'm not an expert on women's underwear, but as far as I know a "negligee" is normally a short and see-through women's nightgown.

Sure, they are lightly armored. However, Negligees are lingerie/sleepwear.

Haha, funny. Still not worse then the crotch flap ruining everything.
This recent update has made me sad. Sad for the game. Sad for the community. Sad to pay whatever it is now. I want the previous eso back.

Could be a form of intimidation. "I am so unintimidated by you, I can fight you in my pyjamas and then take a nap."

The enemy that (supposedly) wears them are Nocturnal's Shrikes. They seduce/lure cultists and then turn them into night terrors.

    They have lines like these.
We will weep when no other mourns your loss, but the tears will be of joy.

We just want to be close. We just want to hold you tight, and never let go.

You call us breathtaking. We find that fitting

People can of course head canon any reason for their character wearing it. But it's a type of Shrike clothing. Ironically, I don't recall seeing this clothing in the game ever. But it's pretty fitting. It's got the crow theme and the seduction theme going.

honestly think someone at ZoS has a foot fetish with how much of the costumes come w sandals. Even when it makes no sense for the outfit.

Argonians and Khajit have claws and cant wear shoes/boots. They need peeptoes.
Ever had shoes two sizes to small ?

Saggy, drooping socks and flat sandals. What a contrast to the Halloween costume seen elsewhere!

I prefer flat sandals myself in real life and it makes sense if your character is running around. Heels are immersion breaking.
