Are Vitrified Souls drop rate working as intended?

The hotfix is in progress and we will post a thread with details over in Patch Notes & Hotfixes as soon as it's complete.

The NPC that gives the quest explicitly says Worm Cultists are the ones carrying Vitrified Souls. Drops from Daedra seem to be only a bonus.
