I had this once or twice. Most people in game asume it is tied to using chain attacks like Puncturing Strikes or that Dual Wield skill.
Specifically it seems as if the can't use skills/move fast you are under while using the skill stays "stuck".
Sometimes it unstuck itself after a short time (propably another effect unlocking it. Have not tried /reloadui, but death so far worked.
I can't remmeber if this ever happened in a dungeon for me, wich would be the only truly annoying place for me.
I am pretty certain it happens most with Flurry (2nd dual wield), Punturing Strikes (1st Aedric Spear skill from templar) and thier morphs.Zikai_Enakis wrote: »What Dual Wield skills are you referring to? a quick way to fix it is to either open a menù (esc or alt should both work) or using twice the "mouse mode" keybind ( "." by default setting) that will actualy activate and than deactivate the "mouse mode" and let use skill once again

If I have understood your problem correctly, you are in combat and all of a sudden you can not perform any skills, not even attack or block.
In this case, press enter and enter the chat, and then press enter again to exit the chat. Afterwards, you should be able to resume your combat. A real life saver.
