Are the enemies also moving or is it just you? If its just you you are lagging most likely. I would maybe see if bumping down your graphics will make this stop, if it doesn't it is most likely a bug or just the sever is being a bit overwhelmed.
Also that is not the stun. If your stun you wouldn't be able to move and it normally only lasts like a few seconds not minutes.

Against specific enemies?
In a specific area?
Details like this will help them fix the issue. Be extremely explicit in your support ticket. The more information developers can reference, the faster they can find the cause.
Yea it has to be a bug, originally like you I was thinking it was lag. But the last time It happened to me. There were other people that came up and killed the monster that I couldn't attack. So it's diffidently not lag. It might have something to do with un-mounting, as it seams to happen after un-mounting and initiating combat.

Whenever this happens to me I just press escape and then go back to combat, takes like 2sec to fix it, still annoying.
Couple things to add to this (in case support/devs see this thread). Do you play with multiple monitors?
I play with multiple monitors, but ESO only on the center screen, not spread across all. I've had this happen to me many times, but it seems to only be in PvP. I think it might be tied to the free-pointer they added back in, as pressing Enter twice to get the cursor to pop up and go away got me out of it the times I've had the problem (similar reasoning behind why Esc would work, I believe). I think it may be related to death as well, as it usually happens around the time I've been battle-ressed by someone else. It's definitely not lag related, and I think it's the UI more than the game. There may be some faulty logic after res and some other events which cause the game to register as free-pointer mode instead of in-game.
Its a listed bug were the server thinks your in 'mouse mod' (combat keys disabled) but your local client does not. Hit the esc key twice fixes it and normally it only happens when there is server lag
Sorry, 'Mouse Mode' when you hit the menu and your mouse becomes 'free movement', so you can click on menus etc but can't use any skills. The server thinks that is what your doing, but your local PC/client is not in this mode. You know that its NOT what your doing, but the server thinks you are doing that. So yes, they know about it and yes they will fix it but for now, just hit esc twice when it happens until its fixed.
