Iirc the PTS stays open even after the patch has gone live and only gets taken down once the next patch has been announced.

Yes, it’s regularly available. They just don’t switch server copies until the next update cycle comes around.

Yeah, nothing has been updated on PTS. It's just actively on.

The PTS is a great place for you to test builds before you decide to acquire them on the Live server. During these off periods, I treat the PTS as a "sandbox" ESO server.

@ZOS_Kevin is the PTS down (doesnt appear to be down) or can I not just login to it because of the issues currently?

The data center outage impacted PTS. So it will not be available over the weekend. The plan is to get it back up and running next week.
