The cost of block does not care about what kind of damage is being blocked. A quick ranged light attack from a bow costs the exact same as a big melee heavy attack with a long windup, and hit that does only 1K damage will cost the exact same to block as a hit that does 100K damage.
The only things that affect block cost are things on the blocker's side, such as passives or enchantments that affect block cost.
What this means is that something that generates a lot of small hits will be more costly than something that's one big hit. So, for example, blocking someone who's using Rapid Strikes will cost more than blocking someone who's using Uppercut.
Block cost does have a 250ms cooldown, so if you block something, then all other blocked hits for the next 250ms will be free. So Rapid Strikes, which is multiple hits spread over 800ms, will generate more cost charges than Force Pulse, which is multiple hits all at once.
