The New Life Festival event isn't going on currently. I tried to do one special writ for it. And it let me craft the corn of 12, yet I thought I may not be able to turn it in yet. Am I able to turn it in? Thanks. I thought if you make it to where I can put this quest on hold for the future event again. I could reserve it for later and not lose my writ for it.

It would be turned into Selvari Abello.

They always appear when there are writs to turn in, which can be done at any time.

The NPC for the quest will appear if you have the quest to turn in, regardless of whether the event is active. This is how it's always been (because it'd be a pretty bad player experience for them to give out rewards during the event that can't be used after the event ends).
