Too much dilution with previous years' pages for Witches Festival

For all the other events in the game, you're limited to one "new" style page per day, and the first page that you get is always a new one. Any subsequent pages are from previous years.
But, despite all the complaints last year about the dilution from mixing new and old pages, that's not how Witches works. Your first, second, and third pages could all be from previous years.
I opened 26 golden skulls today on PC/EU, across multiple accounts. One of the new pages from this year, mixed with 6 old pages.
Why didn't Witches get the prioritize-new treatment to combat dilution that other events got?
