Can confirm it has been stuck like this since patching.
This thread really needs to be updated. Retaking the Pass and Shades of Green were fixed in the last patch.

Telenger says you need to free him but you can't do anything and there are no mobs in the room. Waiting a long time and logging in and out do nothing.

Update to Arbordawn Cult:
I managed to unbug the broken room and complete the quest by getting myself into a new instance of the room with only me inside it. This resulted in the mobs spawning, allowing me to progress through the quest. This was extremely difficult to do and required a lot of patience and luck, since I basically had to wait around for everyone in the room to give up and log out, then relog real quick before anyone else decides to come in and keep the instance open.
I can't help but wonder what other quests are bugged because of people being placed into existing instances instead of new ones. Really, this game's preference for putting you into existing instances with as many other people as possible for SOLO quests is ruining the game in many ways. In addition to causing bugs, it also trivializes content since you have zergs of people fighting mobs intended to be soloable, eliminating any challenge. It can ruin story too. Many times in the game aggro red mobs have conversations that you can listen to. Good luck trying to listen to them when the constant flood of other players will attack and kill those mobs instantly.
