You can't call it free if it requires an achievement that may include a DLC that you may or may not have. It's not free and ZOS might as well charge crowns for the item if it's not going to be available for everyone.

Deadlands was given away for free to all Blackwood Chapter owners after reaching the 100% milestone during the Bounties of Blackwood event. They then had 2 weeks to claim it from the Crown Store.

I understand and somewhat agree with your perspective. I do think that ZOS should mix it up a bit by adding PvP achievements too for unlocking these "free" items in the crown store, not just lock it under PVE achievement.
So far the pvers/questers can get a skin by completing the Adventurer Across a Decade achievement... there are no such rewards worthy enough for getting the highest achievement that you can get in Cyrodill.. Grand Overlord.

Not for me. I don't give a rat's patoot what someone "competitive" has or does. SO not my idea of fun, never has been never will be. To me, that's a dead-end, self-defeating mindset.

There are already a lot of items locked behind achievements. For example, you can get dyes, non-combat pets, emotes, furnishings, etc. for completing achievements in-game. The items aren't put into the crown store. You just automatically get them when you complete the achievement.
I don't see the difference between that and having to go to the crown store to pick up a free item tied to an achievement. The only difference is that you have to go to the crown store to get the item. In other words, there's an extra step, but otherwise no difference.
The things currently in the store are time-limited (as the monthly extra things in the store during the last few months had been). Reason:They’re trying to get us to do content by dangling a free carrot.
Same goes for the daily and weekly endeavours. After Archive dropped, there were masses of endeavours about Archive. So they can claim "20933 gazillions of people played Archive, Archive is a huge success!!"
I personally like that these are tied to achievements. It gives you something to work towards if you haven't already completed it, and if you have then you get it easily. Divines forbid you have to put in any work at all for a fancy albeit useless cosmetic.

It makes sense, but it's a bit sad actually that they have to do this to get certain areas and activities crowded. It might be different during prime time (I don't know), but when I play some older maps look almost empty, especially when it comes to world bosses and world events. It at all, I mostly see low level characters questing and people using the crafting area and bank in big cities, but other than that...

While I do believe that PvPers should get more stuff, it's disingenuous to say there's nothing received for high levels in PvP.
- 15 dyes are locked behind PvP ranks, including the best black dye in the game only available at rank 39 after earning a total of 30,430,400 AP.
- a dye and costume are locked behind becoming emperor
- three dyes (the only pure matte dyes in the game) are locked behind end-level battlegrounds achievements, two of which are much harder to get now that selectable game modes is no longer possible
- two full outfit styles are only available for Tel Var which are bound and unsellable
- three full outfit styles are only available for AP which are bound and unsellable
I realize that high-level PvPers aren't really into those kinds of rewards, but I can assure you that there are several casuals and PvErs who got into PvP for the sole purpose of acquiring some of them. And rest assured, things like the Legate Black dye is much more useful (aka worth more) to people than the Fractured Glory skin. In fact, I bet obnoxious flashy mounts will not be anywhere near as effective at getting casuals into PvP as something that is wildly requested like an understated outfit style.
