I think if you really wanted to dedicate yourself to doing all the quests, you could get it done in that time frame.
However, you have as long as you want to get it done--the achievement will be available forever--so don't rush if you don't want to. The article does kind of make it sound time-limited, but it isn't.

I only have the Gold Coast, Telvanni Peninsula and West Weald main quests to complete, but I'm in no hurry. I'm not a big fan of these skins, because to me they break the Tamriel immersion by making my character look bizarre.

I think they're perfectly aware that many players feel this way making this is an interesting choice for a 10 year anniversary gift.
Though I don't feel the need to be given anything for the anniversary.

Because they (like a lot of people it seems) assumed it will only be available tempoarily.
That would be in line with other recent bonus rewards, like the costumes for having done Wrothgar achievements or the current house guests for doing some housing achievements.
