What you should be comparing it to are indrik costs.
When indriks first came out, they staggered them enough and offered enough tickets that you would have been able to get everything by playing. None of the parts dropped in reward boxes so it was ticket only collectibles, similar to the personality. You needed the same amount of tickets regardless of whether you played or not. No extra ticket purchases were necessary if you played the event.
Yes, now it’s more complicated because they are a returning item so those who didn’t get them during have to budget and pick and choose.
But with the horse, they’re double dipping. Fragments drop in boxes but there are not enough days in the event to collect enough fragments. And they are bind-on-pickup so no trading. For each day you miss, you miss 1 confetti piece and 3 tickets, leaving you needing even more tickets.
This is also the same event where ZoS added achievements that can only be purchased with event tickets.

I would've thought the horse would've been easier to obtain to, you know, celebrate the anniversary. For me, it's not even a celebration anymore because I feel like my tickets are being micromanaged. Events are becoming to over-incentivized to the point where I don't even want to do them. I have to do all this planning and provisioning of my tickets, that at this point, I'm just not off-put by the whole thing.

i agree that this event is excessively tight on tickets, because a minimium of 22/60 of the tickets have to be allotted if you wanted to get the achievements
i think this type of thing is actually contributes more to event fatigue than the actual tight event schedule
I like how they talk about how there are going to be gobs of tickets available during the event, all while knowing full well that people are going to have to use a large portion of them to be able to get the mount. Why even bother at that point? You can either end up with not enough fragments sitting in your fragments inventory, or you can pony up a boatload of tickets to get the horse, and then fall behind or not catch up on other limited time goodies. It's crazy.
I must start reading these announcements. There's a mount?

i remember that event too, there was 2 collectibles, both poor drop rate
one was the voriplasm pet and the other was the memento, basically had to prioritize one or the other unless you were willing to pay high prices for the other (i dont think there were tickets back then either)
60 tickets for this event sounds like a lot, but when all is said and done thats barely enough to complete all items for the event
7 (cake slices) + 15 (minimum, 3 per fragment 5 fragment for the mount) + 20 (2 personality fragment for morphable) + 15 (if you needed the base fragments for the morphable pet)
that alone is 57 of the 60 tickets for the event, if you even miss 1 day you lose out on the mount *, or have to hold off on the morphable pet fragments
*its a double loss on the mount, because you get -1 guaranteed fragment, and -1 days worth of tickets so you have less tickets to play with and now you have to buy an extra fragment
I've been saying it for a long time. ZOS slowly but steadily added more and more to the event vendor without adjusting the available tickets. If you haven't kept up from day 1 then you will never get everything unless you head over the Crown Store and buy tickets. Events are no longer about fun, and 100% about monetization, and it's a bad look. You would think that you could take advantage of the 60 tickets available during this event to catch up, but that isn't even remotely feasible. I feel bad for people who are behind.
